I forgot to attach the file with the outline of the old code, INT3.

Note that the five differences shown in DIFF.s1s2 between the
stage 1 and stage 2 .int3 files all come about because of the BUG
noted in INT3. In four of them, it is because the module involved
has more than one interface section; in the fifth, rtti_access.m,
it is because the old code computing the contents of the .int3 file
*creates* a new interface section for holding a bunch of
foreign_import_module pragmas.
