[m-rev.] for review of timing: remove support for reserved addresses

Two weeks ago, I committed a diff that deleted the compiler's
ability to create type representations that use reserved addresses.
This diff removes the runtime support for such type representations.
There have been several ROTDs generated in between, and the use
of reserved addresses has never been the default, so this should be safe.
If, however, someone wants me to delay committing this, speak up now.
Otherwise, I will commit it tomorrow morning.
