[m-rev.] diff: separate definitions in blocks

I don't think this needs review, since the change is relatively simple
and it generates bit-identical output in Java and C# grades (besides passing
bootcheck in hlc.gc, of course). However, if someone does write a review,
I will address the comments post-commit.
