[m-rev.] for review: delete .regparm and .picreg

This implements the decision we reached yesterday.

I have successfully bootchecked this diff in three grades:
asm_fast.gc.stseg, none.gc and hlc.gc. I also tried in
hlc.profall.gc. That failed, with the symptom being an infinite
loop in the stage 2 compiler when compiling some of the modules
in the stage 3 library. However, since this loop seems to be
nondeterministic: when I repeat the compilation command
that looped inside the bootcheck, it does not loop.
Does anyone remember such Heisenbugs being par for the
course for hlc.prof* grades? I remember they were for
the asm_fast.prof* grades. In any case, I don't think it is
likely that the loop has anything to do with this diff.

The diff is for review by anyone.
