[m-rev.] for post-commit review: break up mercury_to_mercury.m

The diff is very big and very boring. The only things worth reviewing
are whether people agree

- with the set of modules I carved out of mercury_to_mercury.m,
- with their names,
- with the structures of the new modules themselves, and
- with their documentations.

Each of those is easier to review after the commit than before.
