[m-rev.] for post-commit review: --warn-interface-imports-in-parents

The diff in code is trivial; what could use a review is the
documentation.

I used a crude version of this option a bit more than
a week ago to remove redundant imports from packages.

The option is turned off by default, but I propose that we
enable it in compiler/COMP_FLAGS.in, and the similar files
for the other directories, after this diff has been installed
on all our machines, in two or three weeks.

Any opinions?
