[m-rev.] for post-commit review: sorted_list_to_set for 234 tree sets

The code diff is not itself interesting, but I am wondering whether
people are ok with the code duplication between these modules.
I am on the fence; I don't like it, but I also dislike the contortions
that would be needed to eliminate them.
