[m-rev.] for post-commit review: allow -jN in some test dirs

If you get a test failure that you suspect is due to the use of
parallel make in a test directory, and you suspect I missed some reason
why parallel make should be disabled in that test dir, you can
disable that parallelism by setting MAYBE_J1 in that dir to -j1.
