[m-rev.] for post-commit review: break up post_typecheck.m

The old post_typecheck.m was a grabbag of only
slightly related code. The three new modules carved out of it
each export just one predicate, while the new, smaller
post_typecheck.m exports just one main predicate
and two of its helper predicates.

I haven't changed any code, just its location, and
in a couple of cases, predicate names.
