[m-rev.] diff: clean up varset.m

No algorithmic changes. The diff is simple and doesn't need review,
but people may want to look at the the two new NOTES_TO_IMPLEMENTORs.
(Neither of the predicates involved is used either in the compiler or in our
other tools.)
