The traditional announcement for major releases looks something like:

   We are pleased to announce the release of version <VERSION> of the
Mercury system.
   The new release can be downloaded <a href=...>here</a>.
   For a list of changes since the last version see the <a href=...>release
notes</a>.

While I don't mind so much about the wording, you do need a link to a the
release notes (i.e a htmlized
version of the 13.05 NEWS file).
