I agree with your suggestions, but the text comes verbatim from the
README.  What's good for the web site ought to be good for the README, yes?

Also, as someone mentioned, the existing README should be renamed
LICEN[CS]E or something, and a new README written.  Actually, the
non-release specific stuff in RELEASE_NOTES would serve okay.
