[m-rev.] for review: add book to w3 repository

Add the Mercury book to the w3 repository.  It looks like it was
previously just copied to the website directory manually.

I've put the book pdf and ps.gz files in the papers directory to simplify
things.  I've also removed the .ps version (so only .pdf and .ps.gz)
to be consistent with the rest of the documentation links.

information/include/documentation.inc:
    Change book links.
    
information/papers/book.pdf:
information/papers/book.ps.gz:
    Add book files.
