One of the quirks of CVS.  If you `cvs add' a file, it only modifies
the workspace -- the repository won't be affected until you do a
`cvs commit' in that workspace.  But if you `cvs add' a directory, it is
created in the repository right away and you don't need to commit it.

Counterintuitive *and* poorly documented.  :-(
