I've changed that to:

Binary packages of the 0.12 release for Linux, Mac OS X (10.3 and 10.4) 
and
Windows will be available shortly from this page.

Yes the intention is to release both cygwin and mingw versions of the 
Windows binaries as well as an installer which includes mingw.  mmc may 
require some changes for the mingw versions so that might only be 
available for 0.12.1.
