Actually it wasn't incomplete, it was just that the
expected output was generated in one of the hlc grades and
initialise declarations don't (yet) work in the MLDS backend.

I have a patch that fixes this, but there's not much point
committing it until the work on mutable_vars and finalisers has
been done.  It will be easier to handle them all in one go.
