I can just see myself (or someone else) forgetting about .mgnuc_copts
and wasting time trying to find out where mgnuc is getting these extra
options from when debugging a build script.  A file called
Mercury.mgnuc_c_opts, on the other hand, would be as plain as day, but
would not seriously pollute the directory listing.
