Yes, that is correct.  The check.pl script doesn't know which branch
you are checking things in on.  That explains your problem.

I'm not sure if check.pl gets run when things are added via
`cvs import' rather than `cvs commit'.  I think it doesn't.

Also, BCC_MAKEFILE was first added to our repository in 1995,
whereas the copyright checks were only added to check.pl in 1997.
