This is not a good idea yet.  0.11 has not yet been released.  The NEWS
for 0.11 is still changing.  Moving the NEWS into the HISTORY file makes
it much harder to merge changes from the 0.11 branch back into the main branch
or vice versa.

So I have backed out this change.  Instead, I just put the NEWS for 0.12
as a new section at the top of the NEWS file.
