Hmm.  Unfortunately the instructions in the INSTALL file are not complete.
A lot of the installation instructions are in platform-specific README.* files.

In particular, for Windows the instructions on how to unpack the sources
are in the README.MS-Windows file.

Still, this change is an improvement on the status quo.
