Although this change was first posted a couple of weeks ago, I haven't
reviewed the main part of this change yet.  The reason for this is that
reviewing the change properly requires first understanding the intended
design, to ensure that the changes correctly implement that design,
and it's only today that (correct) design documentation was available.

I will review the details of this one sometime soon, and I would
appreciate it if you could hold off committing it until then.

Could you please post an updated full diff?
