[m-rev.] diff: disable texi2dvi under windows

The one under cygwin is broken because cygwin does not contain tex...
Installing Miktex or fptex will allow you to run texi2dvi...

texi2dvi is /cygdrive/t/freesoft/texmf2/miktex/bin/texi2dvi

So checking in autoconf must both find one and find one that works...
