As it turns out, you are correct.  The draft standards for the CLR and C#
have now been ratified by ECMA, and are now known as ECMA-335 and ECMA-334
respectively.

So the footnote should go, and "ECMA TC39/TG3" should change to
"ECMA-335".  Also "standards" should be "standard".
