[m-dev.] The next Mercury release

Hi all,

I propose that we abandon the 12.08 branch and create a new release branch
based
on the current development version.  We would then release that at the
beginning of May (i.e. it would release 13.05).  This should get the stable
release back on track.
(The current development version o the compiler is fairly stable at the
moment, so I don't think this should be too much trouble.)
