[m-dev.] proposed change: removing mmake support for the il grade

Hi,

I am going to remove support for the il grade from mmake.  The fact that
mmake currently has rules that involve C# source files is complicating
building the Mercury compiler in the csharp grade.  This shouldn't be a
problem because if the IL backend is ever revived, then mmc --make can
(and should) be used instead.
