[m-dev.] errors in Cygwin build 10.04.2

one little note: creating a /cgi-bin in the cygwin mount of /usr/bin
did not get rid of that configure complaint of no directory cgi-bin

I do have a root i:\usr\bin on this drive for the io-language so I
have added a cgi-bin dir there

Shouldn't cygpath have caught this for cygwin?
