[m-dev.] change NEWS file to HTML

Hi,

The NEWS file is currently a text file, but each time we release
Mercury we have to go through it and mark it up as HTML for the
website.  I propose that we make the master copy of the NEWS file
be in HTML and generate the text version from that, e.g. as we do
with the WORK_IN_PROGRESS file.

Any objections?
