[m-dev.] removing the old C interface

Hi,

I am going to remove support for the old C interface, e.g. pragma c_code
and friends, from the Merury trunk in the next few weeks.  The parser
will be changed to emit a message pointing users to the appropriate 
pragma in the foreign language interface.
