[m-dev.] Problems building on Cygwin

Interesting thing is that on Linux all is working fine for me.
I compared /tmp/mmake* files on these two systems and found that Cygwin makefile is much shorter: 
for some reason it does not include library/mer_std.dv, library/*.d, and library/mer_std.dep.
