[m-dev.] building the erlang grade

Hi,

The erlang grade currently fails to build for at least two reasons:

(1) the install target in the ssdb directory doesn't work with mmc --make;
      the install_ints and install_hdrs either shouldn't be present or are
      incorrectly defined -- I'll have a fix for this shortly.

With that worked around we then get:

      Making Mercury/erls/mercury__array.erl
      Uncaught Mercury exception:
      Software Error: erl_code_gen.m: Unexpected: erl_gen_case: multi-cons-id
      switch arms NYI
      Stack dump not available in this grade.
      ** Error making `Mercury/erls/mercury__array.erl'.
