[m-dev.] version_array.elem exception in mmc now

Building a new checkout of g12 on saturn I'm hitting the following
error:

Installing grade asm_fast.gc.tr.debug
Uncaught Mercury exception:
Software Error: version_array.elem: index out of range
Stack dump not available in this grade.
make[2]: *** [g12_util_timestamp] Error 1
make[2]: Leaving directory
`/home/saturn/rafe/g12-zn/g12/common/g12_util'
make[1]: *** [g12_util] Error 2
make[1]: Leaving directory `/home/saturn/rafe/g12-zn/g12/common'

I suspect this is related to Peter Wang's recent change.  Has anyone
else noticed this problem?
