Done.  At the moment it can be accessed at

	<http://www.mercury.csse.unimelb.edu.au/bugs/>

but I've requested a DNS alias for <http://bugs.mercury.csse.unimelb.edu.au/>.

I've created a few developer accounts for the main developers.  If you're
one of them, you'll get a confirmation email with a link to a page where
you can activate your account.

Anyone else can register as a reporter.  This allows you to report new bugs
and browse existing bugs.
