[m-dev.] il make targets no longer used?

Yes Jon has been doing some great work.

Since il and cs are file types specific to .NET, and I can find no use for
these make targets, they are only leading to confusion. If there is a valid
use for them, then I would be happy to add a comment to avoid the confusion.
Otherwise we should delete them.
