Either (1) because it's not relevant C stuff or (2) there's nowhere the
to mention it.

Trailing is being moved to section 17, implementation dependent
extensions.  Just because the trailing interface makes use of the C
interface doesn't necessarily mean that it also needs to be described in
section 14.  (I don't have any strong objections to including a link to
it, my problem was that there doesn't seem to be an obvious place within
section 14 to put it.)
