[m-dev.] Libraries broken in builds?

Hi...

I just tried building the most recent ROTD and it looks like shared
libraries aren't being built. Is this an intentional part of overhauling
the shared library setup or just breakage?

There are no shared libraries in the installed copy of the compiler in
/home/saturn/public/mercury-latest either, so I don't think it's my
problem alone.
