[m-dev.] make io.{get,set}_globals/3 obsolete

Are there any opinions on (eventually) deleteing io.{get,set}_globals/3
from the standard library?  I can't think of any uses that they have
that cannot be replaced by mutables that are attached to the I/O
state.
