These are failing for two reasons:

1. Because of a bug in higher order specialization (probably).  I have 
a diff which disables this optimization for the declarative debugger 
(the tests then pass).  It has been reviewed and am just bootchecking 
with all the new updates.

2. The `catch' test is failing because of the problem with retries 
through caught exceptions I mentioned.
