[m-dev.] 0.12 release

The remaining items on the TODO list for 0.12 are:

	* the deep profiler seg faults when profiling large programs
	  like the compiler.

I haven't been able to reproduce this on programs other than the
compiler - the deep profiler seems fine with everything else I've
tried, although Peter Hakwins' mentioned that this one also affected
him.

	* tests/valid/ho_and_type_spec_bug is still failing

This occurs only when compiling at -O3 and above.

Since neither of these things is particularly critical I propose that we
release 0.12 next Friday (9 September).
