[m-dev.] Automatic regression test summaries

I've added /home/mercury/public/test_mercury/scripts/summarize_test and
set the crontab on ceres to execute it at 7am every day.

summarize_test does two things:
(1) for each test-latest-$HOST.out it greps all the 'FAILED TEST' lines
into test-latest-$HOST.summary; and
(2) if the test-lastes-$HOST.summary file has changed then the date and
diff is appended to test-latest-$HOST.diff

The latter shows what tests are fixed/broken by the various checkins of
the previous day.
