[m-dev.] document `hl' grades? document `ilc' grade?

The `hl' grades now pass the entire Mercury test suite,
albeit with numerous warnings from the C compiler, and with
a couple of tests disabled due to "sorry, not implemented" errors.

Should I go ahead and document these grades?

On a similar note, now that `il' is the default,
should I (a) document the `il' grade and remove the documentation
for the `ilc' grade or (b) document both the `il' and `ilc' grades?
