[m-dev.] Help with CVS error

I've just checked in the state variable transformation, with the
exception of the make_hlds.m (the key part) for which I get

$ cvs ci -F log-svars compiler/make_hlds.m
cvs commit: sticky tag `1.412' for file `compiler/make_hlds.m' is not a branch
cvs [commit aborted]: correct above errors first!

What does this mean and how do I fix it?
