Great work, Pete!  We're really getting close now.

It may be worth trying to bootstrap the compiler in the `il' grade now.

For this one, the right fix is to just disable this test for non-C
backends.  Fact tables are documented as being an implementation-dependent
extension, not a standard part of Mercury.
