[m-dev.] breaking up the big function in mercury_trace_internal.c

I recall that someone said that they were going to do this, replacing
the long chain of if-then-elses with a function for each command and
a table lookup to invoke the relevant function. Has anyone done this?
If yes, please post the diff for review. If you were going to but didn't,
please tell me.
