[m-dev.] adding new grades

If you change the set of grades which get installed by default
(in configure.in), then you should also change the set of grades
which get tested by the nightly tests script (tools/test_mercury)
to make sure that the new grade gets tested on at very least one machine.

The following change added a new grade without changing tools/test_mercury
to test it:

 |

 |         Add hlc.par.gc to the list of grades to install, when you
 |         request all hlc grades.
