[m-dev.] Add this year's ICFP entry to extras?

Should I add this year's entry to the extras directory (after some
tidying up) or should we wait to see if it gets disqualified first :) ?

But if people want some code that makes fairly heavy use of
non-determinism to test debuggers, profilers, optimizations on etc.
I can put it in now.
