[m-dev.] diff: create new dotnet CVS module for sample code.

Hi,

Peter Ross and I wanted to make a new CVS module called `dotnet' to
hold sample code specifically for the .NET backend (test cases and 
demos) so that we can work on it together (anyone else is welcome to use
it, we just didn't want to be affecting people who weren't interested).

This change just makes sure the dotnet module separate from the normal
modules (`mercury' and `tests').  I'll actually create the dotnet module
after I commit this.
