[m-dev.] for review: implement pragma export for MLDS backend

I sent this change off while the system was still bootchecking, and
suprise suprise it failed, because Fergus has implemented by hand all
the pragma exports used in the library.

I am in the process of deleting all those references, and will post a
new diff soon.
