[m-dev.] `.d' files created with mode 0400

Hi folks,

I was wondering if there was any particular reason why `.d' files should
have mode 0400? I realise it's an artifact of the way they're created, but
I was wondering if there was also some other reason why they're not
0666-umask like everything else.

It's bugged me occasionally in the past, so I might be tempted to do
something about it in the future. :-)
