Removed directory.

The directory mercury/extras/graphics/Togl-1.2 has been removed from the
repository, as it is no longer used.

CVS doesn't handle directory removals very easily, so you might
need to remove the directory by hand to get updates working
correctly.

I'm going to have to ask Fergus to remove the ones in the nightly
test directories, mainly because I don't have the right permissions.
