trivial diff: cvs log messages & 257

Hi everyone,

Whenever adding a new top-level directory to the Mercury CVS
repository, please remember to think about whether the log
messages for changes in the new directory belong in the usual
Mercury commitlog, or whether they should be logged separately.

The usual Mercury commitlog is automatically archived on the
Mercury ftp site, and it should therefore contain only stuff
suitable for external consumption.

	Put the log messages for the `257' repository in a different
	commitlog file.
